Caption on reverse [translation]: "Envoys Osumi, Isaka and [?] start travels. (Tokyo) 1939 July 18. Admiral Osumi, [?] Isaka, president of Tokyo [?], and [?] began their travels to Europe from Tokyo at 9 a.m. on the 18th. Officials and citizens saw them off. Osumi, a military representative in the Diet and the Minister of the Navy, Mr. Isaka, and Mr. [?] will unite Japan, Germany and Italy with each other to protect them from military attacks by the enemy. In the photograph Admiral Osumi receives flowers."
