Caption on reverse [translation]: "Photo No. 2. February 18, 1932. Governor-General Ota meeting with [?]. Doctor not talking about his position on issue. On the 17th at 9:30 a.m. Taiwan Governor-General Ota visited [?], and after a greeting he confirmed rumors that the government suspended the Director-General and Police Department District Manager suddenly without consulting him. This decision ignored the custom, and he want to know the reason for that. [?] responded, "Because the decision was necessary for the government and it is permissible under laws and regulations. However, the disposition was by my authority." Governor-General Ota was dissatisfied with that answer, but he did not accuse him and he reported generally on the ruling of Taiwan. However, he did not talk about his expected position on the issue and left the meeting without speaking about the issue. He stayed at the meeting only 50 minutes and left at 10:20 a.m. The government is concerned he will give his notice after the election. The photo was taken at the meeting."
