16-page pamphlet authored by the War Relocation announcing the segregation of "disloyal" Japanese Americans at Tule Lake and the displacement of "loyal" Tule Lake residents to other camps, based on responses to Question 28 of the loyalty questionnaire. Pamphlet explains who will be segregated based on their answers; which people will receive a hearing prior to final decision on their status; who will be transferred away from Tule Lake, and process for being transferred; and explanation of why Tule Lake was chosen as the segregation center. Also announces two policy changes in the management of Tule Lake, in which residents will no longer be eligible for leave, and community self-governance will no longer apply.
