Frank Sato as National President of the Japanese American Citizens League gave testimony to the U.S. House of Representatives Judiciary Subcommittee on Administrative Law and Governmental Relations in support of H.R. 422 then called the Civil Liberties Act of 1985 (later signed into law by Ronald Reagan as the Civil Liberties Act of 1988).
