Caption on reverse: "TERRITORY'S NEW OFFICE BUILDING HERE DEDICATED: Formal dedication of the territory's new Queen Liliuokalani Building at Miller and Vineyard streets was held yesterday afternoon. Costing $905,000, the building will house the departments of public welfare and public instruction and the bureau of sight conservation and work with the blind. Among officials present at the ceremony were, left to right: Miss Jacqueline Perry, acting director of the department of public welfare; Acting Governor Oren E. Long; Robert M. Belt, territorial superintendent of public works; Dr. W.
