Caption on reverse: "'GOVERNOR'S TROPHY' UP FOR SCOUT COUNCILS: Acting Governor Oren E. Long, right, is shown presenting the 'Governor's Trophy' to Wade Warren Thayer, left, vice-chairman, Region 12, Boy Scouts of America, for safe keeping until it can be awarded at the end of 1950 to the Hawaii Scout Council having the greatest per cent membership gain in Cub, Scout and Explorer units as of December 31, 1949, as Hazen Shower, scout executive of the Honolulu Council, looks on. Announcement of the trophy came as a surprise when Thayer and Shower were present yesterday to witness the signing of a proclamation officially recognizing February 6-12 as Boy Scout Week.--(Hawaii Times photo)."
