Long, right, is shown presenting the 'Governor's Trophy' to Wade Warren Thayer, left, vice-chairman, Region 12, Boy Scouts of America, for safe keeping until it can be awarded at the end of 1950 to the Hawaii Scout Council having the greatest per cent membership gain in Cub, Scout and Explorer units as of December 31, 1949, as Hazen Shower, scout executive of the Honolulu Council, looks on.
