Caption on front [translation]: "The change of command ceremony for the United States Fleet was held on the 1st at 10:05 on the deck of the flagship USS Pennsylvania. Commander-in-chief of the fleet Admiral Richardson passed his position to new commander Rear Admiral Husband E. Kimmel. Rear Admiral Kimmel was raised to the rank of Admiral as he took command. The extremely solemn ceremony was performed with 17 rear admirals and several hundred lower ranked personnel in attendance. As change of command ceremonies for eight fleet, squadron, and convoy commanders were also held at 8:15 a.m. on the 1st, the US Fleet's leadership has been almost entirely changed, an unprecedented move for the US Navy. The Navy's realignment in response to the present situation has now been entirely completed. The US fleet stationed in Hawaii will now be called the Pacific Fleet and Admiral Kimmel will hold the position of commander-in-chief of both the Pacific Fleet and the United States Fleet.
