Caption on reverse [translation]: "Mr. Hull Gives Statement on Military Expansion. (Washington) Domei. In a broadcast to all of America and Europe on March 17, Secretary of State Hull stated his firm resolve at the National Press Club that, given the tense circumstances of times like these, America cannot remain aloof and that military expansion was unavoidable in order to preserve peace. [Stamped] April 20, 1938."
