Caption on reverse: "5/12/44. New secretary of the navy at work = James V. Forrestal, new secretary of the navy works at his desk in his office in Washington. Forrestal served as under secretary of the navy department under Frank Knox, secretary of the navy, who died on April 28, during the period in which the U.S. navy grew from less that 200,000 to more than 3,000,000 men and from less than 400 to nearly 1,100 combat ships. At Forrestal's side is his aide, Commander Morton C. Mumma, Jr., of the U.S. navy."
