Caption on reverse: "Members of new Italian government confer in Rome. Ivanoe Bonomi (left), Premier of the newly formed Italian Government, and Count Carlo Sforza, Minister without portfolio, confer in liberated Rome during the first meeting of the Cabinet. Count Sforza, who returned to his homeland from America as Allied armies drove the Germans from southern Italy, also serves as the new government's high commissioner for the punishment of crimes and illegal practices committed under fascism. The liberation of Rome enabled the new cabinet to reestablish the seat of government in Italy's ancient capital."
