It is a popular activity in Tokyo planned for the Nisei. 9/3/46.

Celeste Teodor Interview (ddr-manz-1-78)
Nisei female. Born June 24, 1936, in Los Angeles, California. Placed for adoption and was living in an orphanage when Japan bombed Pearl Harbor in 1941. Transferred to Manzanar's Childrens Village during World War II. After the war, lived with various foster families in Los Angeles before becoming independent at age eighteen.

[Handwritten Draft] Ai Chih Tsai just returned from special mission for US government in Japan. He met Khe-an and many Formosans in Tokyo. Formosa is facing difficult a period. He focused on meeting the post-war spiritual needs of Formosas: educational institutions, missionaries and securing the help of the Foreign Missionary Boards.

She would have been about 20. she was sent to japan with her two siblings to live with their grandparents in 1919 for a Japanese education. Perhaps this put her behind in school. She would later marry Matao Koga in 1949.

Worked as an editor for the military in Washington, D.C., and Japan. While in Japan, met future husband, Lucius Horiuchi.
