In 1945, ACS started working for the War Dept. in a classified civilian position which utilized his knowledge of Japanese and Chinese. In early 1946, he was assigned to Camp Ritchie, the only civilian working in this camp.

[Handwritten Draft] Glad to hear Chiong-hui received his passport. Ai Chih Tsai is at Camp Ritchie. He received a letter from the Chinese Embassy a month ago that they will issue him a Chinese passport. Ai Chih Tsai asks Ciong-hui if he can stop in US during return to Formosa in the fall.
