Japanese are not an inferior race; they are our equals in intellect. They can learn, they can think, they can invent, and their ability to labor is equal to ours; they are proud, valiant and courageous, but they are not of our race, not of our blood. In the offspring of a marriage between a Mongol and a Caucasian the characteristics of the Mongol always predominate.
