Enemy Aliens Must Register Next Tuesday

WASHINGTON, D.C., Wednesday, January 28--New regulations, issued under authority of the Presidential proclamation relating to alien enemies, require all German, Italian and Japanese aliens to apply at the nearest first or second class, or county seat post office for a Certificate of Identification, it was announced today.

The requirement applies to all enemy nationals 14 years old or more who have not yet taken the oath of allegiance before a Federal judge, the final step in acquiring American citizenship.

There is no second class post office on Bainbridge Island.

All German, Italian and Japanese nationals residing in the states of California, Oregon, Washington, Nevada, Arizona, Montana, Utah and Idaho are required to file applications at the nearest first or second class, or county seat, postoffice between next Tuesday and February 7, inclusive.

Failure to comply with the new regulations may be punished by severe penalties, including possible internment of the enemy alien for the duration of the war.

The regulations require enemy aliens, in applying for identification certificates, to provide a photograph of themselves (to be attached to the identity card) and to answer a number of questions concerning their current activities. Printed directions for the filing of applications will shortly be available at post offices.

The regulations provide that after a careful check has been made of each application, the applicant will be provided with a Certificate of Identification bearing his photograph, index fingerprint and signature. He will thereafter be required to carry the certificate with him at all times.
