Re. General DeWitt's report on the Japanese evacuation.

Dear Harold:

The first two chapters of General DeWitt's final report on the evacuation from the West Coast are fairly enthusiastic about the danger of espionage and sabotage and refer particularly to ship-to-shore radio signaling and to signaling with lights.

Since the problem of dealing with the people who allegedly were engaged in these activities is now yours, you may be interested in the annexed copies of a letter and a memorandum which I have received from the Federal Communications Commission suggesting that many of the dangers were chimeric. At least as to signaling by radio and with lights, the information which this Department has received is to the same effect.
