MEMORANDUM FOR THE ASSISTANT SECRETARY OF WAR:

Subject: Evacuation of Japanese from Hawaii.

Reference attached study (WPD 4520-5) same subject, the following is noted for your information:

In paragraph 3 of the draft of letter to the Secretary of the Navy, the Secretary of War refers to the fact that the Joint Chiefs of Staff on March 8, 1942 (J.C.S. 11/1) recommended that Japanese citizens of the Hawaiian Islands (either United States citizens or aliens) be transported to the United States mainland and placed in a concentration camp. In approving the above action the President indicated that, for the moment, evacuation should involve such Japanese as are considered, by appropriate authority in the Hawaiian Islands, to constitute a source of danger.

The action recommended by the Operations Division and concurred in by the Chief of Staff (Section II, basic study) was that the Commanding General, Hawaiian Department be authorized to evacuate to the mainland all enemy aliens and all citizens of Japanese extraction selected by him, with their families, subject to availability of shipping and facilities for their resettlement or internment on the mainland.

It further recommended that the Provost Marshal General make arrangements for the internment or surveillance of all Japanese evacuated from Hawaii upon their arrival at the Port of Debarkation and with the assistance of other Federal agencies prepare plans for their post-war return to original domiciles.

Instructions have been issued to the Commanding General, Hawaiian Department and to the Provost Marshal General to carry out the recommendations of the Joint Chiefs of Staff as modified by the President.
