are after deduction for dependents and physical defects have been made but do not provide for occupational deferment since investigate of subjects ceased when it was understood persons of Japanese ancestry would not be accepted in armed forces and employers made no claims when they learned Japanese would not be selected therefore probably twenty five percent should be deducted for occupational deferments of those under twenty five and fifty percent for those over twenty five otherwise all tabulations considered accurate: eight, concensus [consensus] opinions indicate about four thousand additional would volunteer if project properly publicized. There are three infantry reserve officers. Japanese extraction now on active duty Hawaii thirty two have not been ordered into active duty. All concerned here strongly urge adoption of project to form Nisei combat units. Believe it to be soundest move possible toward internal security Hawaii. If project adopted highly desirable for psychological reasons to attempt secure quota from volunteers using selective service only if total desired not obtainable voluntarily. As indication of spirit here over three hundred Nisei on Island of Kauai alone voluntarily signed petition several months ago requesting permission to enlist for combat duty.
