PROPOSED QUESTIONS

We must therefore, attempt to determine whether (a) the person is loyal to Japan, (b) disloyal to the United States, or (c) attempting to enter a protest based on bitterness on account of evacuation, etc. Here is a proposed outline of questioning:

1. Our records show that you answered "No" to Question 28. Was that your answer?

2. Do you believe that you understood the question when you answered it?

3. Did you make the answer of your own free will without influence, threats or pressure from others?

4. By your answer, did you mean to show that you were or had been loyal to Japan? (If answer is "Yes", then ask: "Did you mean that you could not give up that loyalty?")

5. Did your answer mean that you would not swear allegiance to the United States?

6. Did your answer mean that you were not loyal to the true principles of the U.S. Government as you understood them and willing to admit it?

7. Did your answer mean that you did not wish to be and remain a good citizen of this country?

8. Was your "No" answer indicated merely as a protest against what you considered unfairness and discrimination against you, i.e., evacuation, detention, etc., and not intended to indicate that you were either loyal to Japan or disloyal to the U.S.?

9. Are your answers to each of the questions asked you exactly the same today as they would have been when you filled out your questionnaire? If not, what are the differences?

10. Were you told that you must answer both Questions 27 and 28 the same? If so, would you have answered the questions differently if allowed to and in what respect?

11. Do you wish to make any statement? (Each person must be given this opportunity)
