Dear Sir and Madam:

Your letter of February 19, 1942, addressed to the Attorney General, wherein you protest against the recent efforts to deprive innocent Japanese farmers and their children of their civilian rights and your desire for fair and humane treatment of these people, has been referred to this office for consideration.

You may be sure that our regulations governing control of aliens of enemy nationalities will be given careful consideration before they are promulgated, with the view to minimizing the hardships of all concerned in the matter.

It is the policy of the Federal Government to comply strictly with the Constitution of the United States in order that innocent people who are subjects or citizens of hostile countries are not discriminated against.

If you have personnel knowledge of any case or cases in which such persons are being discriminated against it is suggested that you submit these cases to General J.L. DeWitt, Commanding General, Western Defense Command and 4th Army, The Presidio, San Francisco, California, who has control of the West Coast situation.
