I annex my copy of DeWitt's final report. This Department, the FBI and FCC is now engaged in a controversy with the War Department over the numerous false statements in this report, including the statement that there was shore-to-submarine radio communication. I suggest that this report should not be cited by the Government as any justification whatever for evacuation. Although it discusses the relationship between the War and Justice Departments during the vital pre-evacuation period, the report was published not only without any consultation but after deliberately avoiding the consultation we requested.
