JAPANESE QUESTION CAN'T BE COMPROMISED
President of San Francisco School Board Talking It Over at Washington Will Do No Good.

SAN FRANCISCO, Thursday, Dec. 27. The departure for the East of United States District Attorney Robert E. Devlin in response to a summons from Secretary Bonaparte, gives rise to a report that the members of the local board of education are to explain their position on the Japanese question to the authorities in the belief that the meeting of all authorities upon a common ground might lead to a compromise. The position taken by the board does not seem to favor a proposition of the kind. According to President Altmann there is nothing to compromise.

"Debate will scarcely alter conditions or accomplish any change," said President Altmann today, "and a conference at Washington could not modify the law under which the board is acting."
