Charges Filed Against Four Japanese Here

Charges of participating in subversive activities have been filed with United States Commissioner H.S. Elliott against four prominent Seattle Japanese, it was learned today.

Those charged are Charles Theodore Takahashi, 164 Ward St., an exporter; Edward Y. Osawa, 4010 Fourth Ave. S., a business associate of Takahashi, and two attorneys' Thomas S. Masuda, 1227 E. 69th St., and Kenji Ito, 1206 Austin St. All four are American citizens, having been born in this country.

Agents of the Federal Bureau of Investigation declined to elaborate on the charges. The four were arrested shortly after Japan attacked Pearl Harbor and were held in the detention quarters of the Immigration Station until Saturday, when they were transferred to the county jail.

The men have not yet been given hearings because Commissioner Elliott is ill.
