JAPANESE SUING CITY

Three Firms Ask Court to Order Licenses Given.

Three Japanese firms filed complaints against the city yesterday in the Superior Court asking writs of mandate to compel the renewal of their licenses and charging violation by the City Council of the treaty of 1911 between the United States and Japan. It is alleged the plaintiffs were refused renewals because they were Japanese subjects and not because of any violation of the law. Hearing was set for October 8.

One of the plaintiffs, R. Asakura, has conducted a pawnshop for five years. The others, F.K. Uyeminami and S. Hosokawa, are proprietors of the A.B. Employment Agency and the Japanese Togo Employment Agency, respectively.
