Senator Phelan Wants Democratic Convention to Adopt Anti-Oriental Plank

TO PROTECT OIL LANDS

SAN FRANCISCO, Friday, June 18. The Democratic national convention will be asked to include in its platform two planks of interest to the West, Senator James D. Phelan of California announced here on his arrival from Washington.

One plank would provide for the exclusion of Asiatic laborers and restriction of the rights of native born Asiatics in this country. The other would provide protection for the domestic oil lands of the United States by preventing ownership by foreigners and vesting the power of embargo in the President.

Discussing the necessity of the Democratic Party going on record for control of the nation's oil resources, Mr. Phelan said:

"We are consuming more oil than we produce and permit unlimited exports. This could be stopped by giving the President the power of embargo."

Among the preconvention arrivals were Dr. J.W. Reynolds and N.T. Reed, delegates-at-large from Iowa, who said they would work for the nomination of Edward T. Meredith, secretary of agriculture, as President.

Lively discussion among delegates and officials has followed the call of Gavin McNab, leader of the California delegation, for an "association" of western state delegates before the during the convention.

J. Bruce Kremer, vice chairman of the national committee, who will call the convention to order on June 28 and whose state, Montana, will be included in the association, said the idea of organization was an "excellent" one.
