State Department Warns Dealers That 600,000-Acre Purchase Must Not Go.

WASHINGTON, Saturday, March 22. -- The State Department demanded today of the California & Mexican Land Company of Los Angeles, Cal., a full explanation of its reported proposal to sell to a Japanese syndicate 600,000 acres of land in Mexico fronting upon the California border.

Attention of the land company was called to the Senate documents which carry warnings to foreign governments against making land purchases on this continent. These documents are entitled "lands on Magdalena bay" and "purchase of land on Magdalena Bay." They were adopted by the Senate at the time of the Magdalena affair.

Several telegrams from Senator Phelan of California, giving further information on the plan to allow Japan a foothold in Lower California, have been received by the State Department. This information with other advices the department has confirms the department's belief that acquisition of the large tract of land in Mexico by Japanese interests would be a plain violation of the Monroe Doctrine.

There is no longer any doubt that consummation of the scheme would also be in contravention of the Lodge resolution setting forth the policy of the Senate with regard to foreign colonization in the Americas.

Representatives of the State Department had been ordered to make a thorough investigation of the proposed deal. The department is chiefly concerned over the question of whether the Japanese government is back of the syndicate. Should it appear, however, that there is no visible connection between the Japanese government and the syndicate, it is certain that consummation of the transaction will not be permitted.
