WANTS JAPANESE KEPT OUT ALTOGETHER

WASHINGTON, Friday, July 14. -- The exclusion of Japanese on the same basis as Chinese was urged in the Senate today by Works of California. Works bitterly criticized the Root-Takahira agreement under which, he said, many undesirable Japanese enter the country. He advocated the adoption of a straight-out exclusion act as the only solution of the trouble.
