FRUSTRATE ESCAPE OF SUPPOSED JAPANESE SPY

PHILADELPHIA, Saturday, March 28. -- F.S. Otsuka, a Japanese, arrested in this city as a possible spy, was captured as he attempted to escape in a taxicab from the immigration station here. He will be arraigned before a board of special inqury [inquiry] probably Monday.

Otsuka is being held at the immigration station in Gloucester. He was seen to take photographs at Fort Mott and the League Island navy yard as the Haverford, on which he was a passenger, came up from the breakwater. A mass of notes on thin rice paper was discovered under the shirt of the Japanese.
