Government officials rounded up five Japanese at the Fir Apartments, 14th and Fir St. They were taken to the Emigration station and released after having been detained five or six hours.

Immediately following his release, the Japanese manager of the Fir Apartments gave all Negro tenants verbal orders to surrender, their apartments, saying he was ordered to do so by the Government officials. He told the tenants
