The United States is at war. Religion is turned upside down. Confusion reigns everywhere. In the cabinet, in Congress, among the states and no accord among the citizens.

The Constitution and laws are set as side from Military necessity, but the necessity must be determined by the courts and Military authorities.

No individual may assume jurisdiction. Just because the army evacuates Japanese, is no good reason why any individual may evacuate Negroes.

That is a matter for the courts to decide, neither Mr. Joe Newburg or any other landlords, or lessors are courts.
