America is now at war because she was attacked without warning at Pearl Harbor. Then, as now, America desired peace and an opportunity to achieve economic progress and prosperity by trading freely with the rest of the world.

But, against her will, America is at war. Because of the great suffering, cost, and destruction of war, America and her allies are determined that wars shall never again disturb human happiness and the course of progress. With all her manpower, riches, and arms, the United States destroyed German and Italian militarism and at present is destroying Japanese militarism. Furthermore, at San Francisco more than 40 peace-loving nations are meeting to create a system of world organization in which fairness and justice, rather than force, will be used to settle disputes among nations.

The Americans do not seek to defeat Japan in order to enrich themselves. They are fighting because they were attacked and now are striving to end war for all time. Like Italy and Germany, a defeated Japan will be permitted to rebuild her destroyed cities and to restore normal life, with a chance to earn a respected place for herself in a world of peace.
