Although American troops, supported by powerful ships and innumerable planes, have landed on these shores, they have no wish to harm the natives. America is fighting Japanese troops, not natives (civilians).

You can avoid injury or death if you stay away from battle areas and Japanese installations and factories. Later, when the battle subsides, we will give you food, water, tobacco and medical treatment. Americans are kind and will treat you well. If you carry out these instructions, you will be safe and happy.
