Dear Sir; -

I wish to thank you for your letter of Aug. 18 1942 and for the comments you make regarding your case.

A final order of internment is not of itself an indication that the authorities believe the internee has been guilty of either disloyal or subversive activities.

Our program as part of the major plan for the defence [defense] of our country must provide precontionary [precautionary] measure inclouding [including] the internment of individuals who because of either their back ground or capabilities might be potentially dangerous to our internal security.

You undoubtedly realize that internment of itself carries no criminals stigma and that your detainment by the army is partly in the nature of protection custody.

I trust that you will make clear to your sons that your present status is no way a reflection upon your charactor [character].

If the plans for joint internment of families which is presently under consideration mature you may make application at that time to us.
