My dear Sir:

Attached hereto are a photograph and card bearing No. 2569 which were presented to this office by Miss Ruby Inouye, 607 W. 32 Street, Austin, Texas, for transmission to your office. The right index fingerprint appearing on the card and the photograph are those of the person presenting them to this office. Three attempts were made to obtain a good fingerprint, but without much success. Miss Inouye stated she had been working with chemicals, which probably accounts for the fact that a good imprint could not be obtained.
