The float is made of yellow flowers, with an open treasure chest.  Three women ride on the float dress as pirates, one holds a pink ribbon that she is showing to the crowd.  The side of float reads \"Pacific Power;\" the front \"Buried Treasure.\"  On the far right of the float is a small yellow sign with the number 13 on it.  The Portland Rose Festival Parade is an annual event in which floats are made out of flowers and paraded down the streets of Portland.
