Caption on reverse [translation]: "Commander-in-Chief Osumi. Ceremony of Imperial investiture for Admiral at the Imperial Palace. Osumi, Commander-in-Chief of the Yokosuka Naval District, and Yamamoto, Commander-in-Chief of the first fleet and combined fleet, have been promoted to the position of [?]. The ceremony of Imperial investiture for the admirals will be held at the Imperial Court at 11 a.m. on April 1st. Osumi has participated in the ceremony of Imperial investiture at the court of the Imperial Palace. Commander-in-Chief Yamamoto works at sea, therefore, the government [?] was sent to him through the Minister of the Navy from the cabinet. The photograph is Commander-in-Chief Osumi of the Yokosuka Naval District, who participated in the ceremony of Imperial investiture to Admiral at the Imperial Court and Palace.
