Caption on reverse [translation]: "(Kobe) September 14, 1938. An energetic girl involved in [?]. In the last ten days of May, former Hyogo prefecture [?] Department typist Hitsuko Niki (25) will go to German as a secretary. This is an important mission given by Mr. Shigenari. He is known as the first [?] in Germany at Bergen. She was recommended by Mr. Shigenar because when he worked as her Department Chief he recognized her to be a "very competitive lady." She was appointed because the diplomatic establishment abroad only has one assistant now, and they need help. However, they appointed her among the women as a member of the diplomatic establishment abroad. She will leave for Germany next month with Mrs. Akiko Shigenari on the Yasukuni Maru, departing from the port of Kobe."
