As the Manchurian issue continues and the Russo-Japanese non-aggression pact favorably presented by Soviet Russia remains unresolved because of the lack of approval from our nation, Soviet Russia has surprised the Western diplomatic world by announcing the conclusion of a non-aggression pact with France, (see foreign cable).
