Original WRA caption: The lagoon in Juneau Park on the lake's edge is a favorite for Milwaukee strollers and also with the Nisei who have resettled in Milwaukee. This picture shows an extremely mild winter day. The ducks on the lagoon are wild Mallards which often spend the winter at the Milwaukee lagoon and lake front because it is a wildlife refuge. These ducks become so tame that they will accept feed from the park strollers. Beginning in summer 1942, the War Relocation Authority (WRA) began to release incarcerees and encouraged them to resettle in areas of the United States other than the West Coast.
