Best as Tule Lake director stressed his previous experince at Minidoka, Moab and Leupp, and quoted denial of field administrator, Robert Cozzens, that changes were a "shakeup". Reports of a proposed enlargement of the Tule Lake center to hold 19,000 segregees, plus a battalion of military guards caused fear in Klamath County that building project would upset local labor picture at critical time of year.
