In the foreground is Dale Evans riding a horse in a green dress and white hat.  In the background are three police officers on motorcycles.  The Portland Rose Festival Parade is an annual event in which floats are made out of flowers and paraded down the streets of Portland.  According to the donor processed on June 16, 1954.",
